We should have the undisputed right to actions which are beneficial to ourselves and others, and perhaps also to actions which harm no one but ourselves. But we cannot expect to be allowed to act in ways which harm others: they have the right to freely live unharmed. The freedom of one cannot outweigh the good of society as a whole; otherwise, both freedom and health will suffer. But most people would probably not want to live in a society in which there were no laws, either.
Sometimes, individual freedoms have to be curtailed to ensure the rights and safety of society as a whole. But the benefits they offer to a wider populace outweigh any such infringement, and make our world a safer, better place for all.
